Traveling to Baguio City?
Recently, Victory Liner Inc. posted in their Facebook Page, their updated Baguio Route Trip Schedule from Metro Manila and Olongapo City to Baguio and vice versa. It also includes the requirements and travel documents you need to secure when traveling to Baguio City. This covers different types of travelers, such as tourists, APOR (Authorized Person Outside Residence), employess of public and private institutions, people traveling for medical purposes, returning Baguio residents, and many others.

Updated Baguio Travel Requirements as of March 2, 2021
According to IATF-MEID Resolution No. 101 Series of 2021, testing and travel authority (COVID Shield) are NOT LONGER REQUIRED when traveling to Baguio City.
For Tourists
- ☑️ QR-coded Tourist Pass (QTP) - Register at https://visita.baguio.gov.ph
For Non-tourists / Other Traveler Classifications
- ☑️ QR-coded Health Declaration Form (HDF) - Register at https://hdf.baguio.gov.ph

What are the requirements when traveling to Baguio?
It depends on the type of traveler you are. Please see below for the list of requirements per type of traveler.
Tourists
Requirements:
- Baguio VISITA account: Sign up at www.visita.baguio.gov.ph and upload valid ID and current photo.
- Approved travel with issued QR-coded Tourist Pass (QTP): Schedule a visit with your Baguio VISITA account and accomplish travel and accommodation details and health declaration form
- Negative COVID-19 test results (RT-PCR or Antigen), valid 72 hours and done prior to arrival.
- Triage procedures upon arrival.
Returning Baguio Residents
Requirements:
- Travel Authority issued by the PNP in the place of origin.
- Valid Government Issued ID showing place of residence in Baguio City.
- Negative result of RT-PCR or Rapid Antigen test conducted within 72 hours prior to entry into the City.
Health workers, uniformed personnel and government officials
This covers Health workers, uniformed personnel, and Government Officials who are residents of, or are assigned to work in, the BLISTT (Baguio, La Trinidad, Itogon, Sablan, Tublay, and Tuba) area.
Requirements:
- Medical Certificate issued by the Local Health Officer at place of origin.
- Valid Government Issued ID, and any documents as proof of residence or assignment in the BLISTT area.
APOR not residing, or not assigned to work in BLISTT
Requirements:
- Valid Government Issued ID showing place of residence.
- Any document as proof of APOR status and APOR purpose in Baguio City (Employee ID, Certificate of Employment, Business Permit, IBP/PRC ID, Contract of Work, Official Invitation, and etc).
- Negative result of RT-PCR or Rapid Antigen test conducted within 72 hours prior to entry into the City.
Passing Through only
Requirements:
- Medical Certificate issued by Local Health Officer in place of origin.
- Travel Pass-through Permit (TPP) issued by PNP in place of origin.
Persons travelling to Baguio for medical purposes
Requirements:
- Medical Certificate issued by Local Health Officer at place of origin.
- Doctor's Referral or proof of medical appointment.
Employees, Workers, and Baguio Residents returning from Travels
This covers Employees of the public and private sector who are residents of Baguio and working in nearby provinces, and who regularly pass through checkpoints. Workers in Baguio and living in nearby provinces, who regularly pass through checkpoints. Baguio residents returning from travels outside of the City.
Requirements:
- Medical Certificate issued by Local Health Officer at place of origin.
- Valid Government Issued ID showing place of residence.
- Negative result of RT-PCR or Rapid Antigen test conducted within the last 30 days of prior to entry into the City.
Non-APORs, Non-Tourists and Students
This includes Non-APORs coming into the city for non-tourist, personal travel purposes (including students).
Requirements:
- Travel Authority issued by the PNP in the place of origin.
- Negative result of RT-PCR or Rapid Antigen test conducted within 72 hours prior to entry into the City (if none, proceed to Central Triage for testing).
BAGUIO to CUBAO Travel Documents
On the other hand, if you're traveling from Baguio City to Cubao, here are the travel documents you need to prepare.
- Travel authority
- Medical certificate
- Valid government-issued ID

If you're traveling from Baguio City to Olongapo, here are the travel documents you need to prepare.
