To go on a road trip, you must know how to drive and have a valid driver's license. When traveling to many provinces in the Philippines, you could save a lot on travel expenses if you know how to drive, because you could rent a scooter or a motorcycle to easily explore many destinations in the place you're visiting. Of course, you need to have a valid driver's license to rent and drive a motorcycle.
A driver's license is a government-issued document issued by the Land Transportation Office (LTO) that gives you the privilege and the legal authorization to drive and operate a motor vehicle in the Philippines. How to get a driver's license in the Philippines? In this blog post, I will share to you the qualifications, list of requirements, process and how much it cost to get a Non-Professional Driver's License from the Land Transportation Office.
To help you in your driver's license application, I will also be sharing here the step-by-step procedure or process on how I got my non-professional driver's license. There are a lot of changes and new rules on the application process, fees and requirements. UPDATED LTO Driver's License Application Requirements and Procedure
SUMMARY: HOW TO GET A NON-PROFESSIONAL DRIVER'S LICENSE FROM LTO?
- Secure a Student Driver's Permit from LTO. You may read my previous post How to get an LTO Student Driver's Permit + Requirements and Fees for the details on how to get one.
- Enroll for a Practical Driving Course (PDC) from an LTO-accredited driving school. Pass the assessment and get a PDC Certificate. You may watch my video on how I enrolled for PDC and got my PDC certificate.
- Complete all the needed requirements for your Non-Professional Driver's License application.
- Go to the LTO Office to apply for a driver's license.
- Pass the written/computerized exam and practical driving test.
- Get you LTO Non-Professional Driver's License.

NON-PROFESSIONAL DRIVER'S LICENSE QUALIFICATIONS
- Applicant must be physically and mentally fit to operate a motor vehicle.
- He/she must be at least seventeen (17) years old.
- Applicant have undergone and completed at least 8 hours of Practical Driving Course (PDC) from an LTO-accredited Driving School.
- Must be literate - able to read and write in Filipino and/or English.
- Applicant have passed the written or computerized and practical examination (driving test).
- License applicant must be a holder of a valid Student-Driver’s Permit for at least thirty one (31) days from issuance.

LTO NON-PROFESSIONAL DRIVER'S LICENSE REQUIREMENTS CHECKLIST
Here is the list of requirements you need to secure when applying for an LTO Non Professional Driver's License. Be sure to complete all the requirements before going to the LTO Licensing Office to avoid any delay in processing your license application.
- Duly accomplished Application for Driver's License (ADL). You can get this at the LTO office, or you may download the form from the LTO website.
- Original copy of valid Student-Driver's Permit.
- Original copy of Practical Driving Course (PDC) Certificate.
- One (1) photocopy of one valid ID.
- Presentation of one (1) copy of the medical certificate from an LTO-accredited clinic. This certificate is also electronically transmitted to LTO by the accredited medical clinic.
- Note: If you are applying for a license in less than 2 months from the issuance of your Student Permit, you will not be submitting a medical certificate because the one you submitted when you applied for Student Permit is still valid. This is based on my experience.
- For applicants aged 17 years old, submit one (1) parent's/guardian's consent letter authorizing the applicant to secure a student permit with presentation of one (1) original and submission of one (1) photocopy of any valid government-issued ID of the parent/guardian. ID should have photo and signature.

STEP-BY-STEP PROCEDURES IN GETTING AN LTO NON-PROFESSIONAL DRIVER'S LICENSE
Here is the step-by-step procedure or process on how I got my non-professional driver's license.
- STEP 1: Go to the nearesr LTO Office. Proceed to the evaluation window to submit the requirements. In this step, an LTO staff will evaluate if you have the complete requirements. This is also the window, where you will submit the requirements. After that, they will give you a queue number.
- STEP 2: Go to the waiting area and wait for your number to be called. When called, proceed to the window where they will take a photo of you and get your signature. Then proceed to the Cashier for payment exam fee which is ₱167.63 pesos.
- STEP 3: Proceed to the examination room to take the exam. This could be computerized (for LTO Offices using the new system) or written exam (for LTO Offices using the old system). You will get the exam result after a few minutes.
- STEP 4: Bring the exam result to the actual driving test window. In this step, you will undergo a driving test depending on the restriction code/s you are applying for. If you brought a car or a motorcycle, you may use it for the driving test, or you may rent one from private testing testing centers found outside or near LTO Offices. I rented one and paid ₱200 pesos.
- STEP 5: Go back to the waiting area, and wait for your name to be called at the cashier for the payment of fees. Here, I paid ₱652.63 pesos for the non-professional driver's license with restriction code 2. Please note that fees may vary in this step depending on the restriction code/s you are applying for. Addtional fees apply if you are getting more restriction codes.
- STEP 6: You will then be called at the window for the biometrics. In this step they will get your signature, scan your fingerprints, and take your picture. Then, they will ask you to double check all the information that will be printed in your driver's license.
- STEP 7: The last and final step is the releasing of your non-professional driver's license along with the official receipt.
HOW MUCH WILL IT COST TO GET A NON-PROFESSIONAL DRIVER'S LICENSE? (LTO Fees and Other Expenses)
Here are the total expenses in getting a non-professional driver's license from LTO. Please note that it may vary depending on the restriction code/s you're applying for. This is based on my personal experience when I applied for a non-professional license with restriction code 2.
- Written exam - ₱167.63
- Drive test car rental - ₱200.00
- Non-Pro license fee - ₱652.63
- TOTAL - ₱1,020.26

TIPS AND REMINDERS IN GETTING A NON-PROFESSIONAL DRIVER'S LICENSE
- Get your Practical Driving Course (PDC) and PDC Certificate only from LTO-accredited driving schools. Here is my video on how to take PDC and how to get a PDC Certificate.
- Be sure to review before taking the exam. You may review using the LTO Portal and other available reviewers online. For tips on how to pass the LTO Exam, you may watch this video on tips how to pass the LTO Exam.
- Make sure that you already have all the requirements (including the photocopies) before going to the LTO Office to avoid any delays.
- Go to the LTO Office early in the morning so you could finish it within the day. Based on my experience, I went there at 07:00 am and got my new nonpro license at around 02:00 pm.
- Dress appropriately, there are LTO Offices that don't allow applicants wearing short pants.
- If you are wearing eyeglasses, wear it during application, especially during the practical driving test.
- Non-professional driver's license is valid for five (5) year.

ReplyDeleteHindi po aabot sa ganyang kalaking pera. According sa blog, nasa 1k+ lang po yung nagasto niya. Pero sa lugar namin umaabot ng 3k+.I think, depende na talaga yun sa lugar. And just to be clear hindi aabot ng 15k ang non pro, ulit.

ReplyDeleteTDC stands for Theoritical Driving Course. Ito ay overall background lang ng pagdridrive wala pang skills. Need for student permit. After magkaStudent Permit you need to get PDC, means Practical Driving Course. Ito mismo yung tuturuan ka ng magdrive ng vehicle . Pag nacomplete mo course then they will give you the PDC Certificate of Completion na need mo sa Non Pro License
