According to the Department of Tourism Philippine's website, the province is currently open for tourism. Ilocos Norte Travel Requirements and Guidelines as of March 1, 2022
For fully-vaccinated tourists:
- Vaccination card.
- Valid ID.
- Triage at a designated visitor center.
- Confirmed booking from a DOT-accredited accommodation or travel agency.
- Children below 12 years of age are not required to undergo testing as long as they're traveling with a fully-vaccinated / duly exempt parent.
For unvaccinated and partially vaccinated tourists:

- Valid ID.

Ilocos Norte Travel Requirements and Guidelines as of February 1, 2022
- Ilocos Norte is under Alert Level 3. Intrazonal and interzonal movement is allowed.
- Residents of the province are allowed to visit tourist attractions / public places for leisure and make bookings with tourism establishments.
- All persons entering the Province must present or undergo any of the following: an antigen test at the border; a negative RT- PCR test result (swab within the last 60 hours) or a negative antigen test result (swab within the last 24 hours) from a DOH-accredited testing facility. √ Click here to know where to get Affordable RT-PCR Test or Antigen Test from DOH-Accredited clinics.
- Testing shall not be required for children ages 11 and below as long as they are accompanied by fully vaccinated and tested adults.
- Testing expenses of all registered tourists staying for at least two nights shall be shouldered by the provincial government.
- A tourist green card will be issued to every tourist who completes registration and triage. This card will be used to access tourism establishments, facilities, and attractions.
- Unvaccinated tourists are still allowed to enter provided that they present a medical certificate with doctor's name and contact details stating that their medical condition prevents them from obtaining full COVID-19 vaccination.
- Tourists are not allowed to stay in private residences.
Ilocos Norte Travel Requirements starting December 1, 2021
As posted by Ilocos Norte Tourism's Facebook Page, here are the new Ilocos Norte travel requirements starting December 1, 2021.
- NO TESTING FOR FULLY VACCINATED TOURISTS
- Tourists coming from Alert Levels 1, 2, and 3 will only need to present a valid vaccination card.
- Tourists that are unvaccinated, partially vaccinated, and coming from Alert Level 4 are required to take any of the following tests: RT-PCR taken within 72 hours; Antigen taken within 24 hours; Antigen upon arrival.
- REGISTRATION AT www.ilocosnorte.ph.
- Valid ID
- Confirmed Booking from Accredited Accommodation or Local Travel Agency
- Individual QR Code
Who are allowed to enter Ilocos Norte?
As of November 16, 2021, travel for purpose of leisure is allowed subject to the following conditions:
- Permitted Areas. Tourists from areas under Alerts Level 1, 2, 3, and 4 are only allowed.
- Permitted Individuals. For Alert Level 4: non-high-risk individuals 18 to 65 years old, individuals below 18, fully vaccinated individuals above 65, fully vaccinated individuals with comorbidities, and fully vaccinated pregnant women. For Alert Levels 1, 2, and 3: all individuals.
- Permitted Travel. For Alert Level 4: Point-to-point only. For Alert Levels 1, 2, and 3: may or may not be point to point.
- Intrazonal and Interzonal Leisure Travel are not allowed in Alert Level 5 areas.
Ilocos Norte Travel Requirements (as of November 16, 2021)
Below are the requirements for tourists entering Ilocos Norte.

- Confirmed Booking from Accredited Accommodation Establishment or Local Travel Agency
- QR Code from Tourist Registration System
- Negative COVID-19 Test. Any of the following:
- RT-PCR test taken within 72 hours
- Antigen test taken within 24 hours
- Antigen test upon arrival
Ilocos Norte Travel Requirements (as of November 1, 2021)
- Register at www.ilocosnorte.ph.
- Valid ID.

- QR Code from SafePass.
- For tourists from Alert Level 4 areas: ONE NEGATIVE COVID-19 TEST result. - For tourists form GCQ or MGCQ areas (Alert Levels 1, 2, and 3): rapid antigen test result taken within 24 hours of arrival or rapid antigen test upon arrival.
According to Philippine Airline's website, here are the travel requirements for other types of travelers when flying to Laoag, Ilocos Norte.
Inbound Passengers Travel Requirements
- Negative RT-PCR test result / Saliva RT-PCR test result conducted by the Philippine Res Cross (and a corresponding official receipt) of the specimen collected within 60 hours from flight time or as close to flight time as possible. - Accomplish the Request for Entry of Returning Residents Form. This will be submitted to their respective LGU for verification of their residency in Laoag.
- Proof of Residence in Ilocos Norte and any valid ID shall be presented.
- Quarantine Certificate (for Returning OFWs/ROF).
Authorized Persons Outside of Residence (APOR) Travel Requirements
- Negative RT-PCR test result / Saliva RT-PCR test result conducted by the Philippine Res Cross (and a corresponding official receipt) of the specimen collected within 60 hours from flight time or as close to flight time as possible.
- Accomplished Affidavit of Undertaking.
- Submit a copy of company ID and proof of work in Ilocos Norte (travel order, business order, mission order, etc).
- Provide complete personal information such as full name, contact number, company, company contract name and number and the duration of stay in Ilocos Norte.
Indispensable Travel (IT) Travel Requirements
- Negative RT-PCR test result / Saliva RT-PCR test result conducted by the Philippine Res Cross (and a corresponding official receipt) of the specimen collected within 60 hours from flight time or as close to flight time as possible. - Submit proof of Indispensable travel such as family emergency or medical emergency.
- Provide complete personal information such as full name, contact number, and the duration of stay in Ilocos Norte.
