CEBU PROVINCE TRAVEL REQUIREMENTS FOR TOURISTS & VISITORS
The Province of Cebu is under Alert Level 2 from January 1-15, 2022. Below are the general travel requirements for Cebu Province.
- Effective immediately, all persons traveling to the Province of Cebu shall no longer be required to present a negative (a) RT-PCR Test Result nor a (b) Rapid Antigen Test Result or (c) a medical certificate as a requirement for entry.
- Instead, fully vaccinated persons shall be required to present their vaccination cards or vaccination certificates as proof of vaccination. Click here to know how to download a Vaccination Certificate from VaxCertPH.
- Unvaccinated or partially-vaccinated individuals shall present a medical certificate issued within 24 hours before your arrival in Cebu.
- Interzonal travel within the entire island of Cebu shall be permitted. All persons shall be allowed to travel to and from the Province of Cebu and the cities of Cebu, Mandaue, and Lapu-Lapu.
- For those traveling to Cebu, confirmed round-trip plane ticket must also be presented (except for Locally Stranded Individuals and Returning Overseas Filipinos)
- Valid Identification Card.
- Passed symptom checking or screening at the port upon arrival and upon boarding.

CEBU CITY TRAVEL REQUIREMENTS FOR TOURISTS & VISITORS
UPDATE as of January 13, 2022: Cebu City is under Alert Level 3 from January 14-31, 2022. If you're planning to visiting Cebu City, here are the travel requirements for fully-vaccinated, partially-vaccinated and unvaccinated tourists.
- Fully vaccinated individuals
- Valid ID/proof of identity bearing holder's picture and signature.
- Official vaccination cards with QR code. If without QR codes, present the Official Vaccination Certificates issued by the local health officer or by the DOH-Bureau of Quarantine (BOQ). Negative Covid-19 test result is NO LONGER REQUIRED.
- Other travelers NOT FULLY VACCINATED Regardless of place of origin, shall be REQUIRED to present the following upon check-in at the airport of origin:
- A negative RT-PCR (swab) test result taken within seventy-two (72) hours; OR
- A negative Antigen test result taken within forty-eight (48) hour; OR
- A negative Saliva test result taken within forty-eight (48) hours

LAPU-LAPU CITY (MACTAN) TRAVEL REQUIREMENTS FOR TOURISTS & VISITORS
UPDATE as of January 1, 2022: Lapu-lapu City (Mactan) shall implement Alert Level 2 Guidelines from January 1-15, 2022 and shall remain in force unless the city is placed under a different alert level system. Here are the travel requirements.
- The requirement for all persons bound for Lapu-Lapu City to present a negative RT-PCR Test Result taken within the last 72 hours or a negative Antigen Test taken within the last 48 hours prior to boarding shall be suspended until further notice.
- Intrazonal and interzonal travel shall be allowed subject to the reasonable restrictions based on age and comorbidities, as may be determined by the LGUs, which should not be stricter as those prescribed under Alert Level 4 and subject to the oversight, monitoring, and evaluation of their respective RIATF.
All persons, whether APOR or non-APOR, coming from local government units outside the island of Cebu, regardless of their community quarantine status, who shall enter the City of Lapu-Lapu through the airport shall be required to present any of the following:Negative RT-PCR Test Result taken within the last 72 hours; orNegative Antigen Test Result taken within the last 48 hoursNOTE: The negative RT-PCR or Antigen test shall be presented to the airline prior to boarding.Click here to know where to get Affordable RT-PCR and Rapid Antigent Tests- For other types of travelers such as Returning Overseas Filipinos (RFO), Overseas Filipino Worker (OFW), Locally Stranded Individuals (LSI), Authorized Persons Outside of Residence (APOR), and others, please coordinate with the local government units for the latest and updated travel requirements.

MANDAUE CITY TRAVEL REQUIREMENTS FOR TOURISTS & VISITORS
UPDATE as of January 13, 2022: Mandaue City is under Alert Level 3 from January 14-31, 2022. If you're traveling to Mandaue City, here are the travel requirements.
- All persons that can present official vaccine cards and/or official vaccine certificates showing that they have been FULLY VACCINATED from an official vaccine sites shall be EXEMPTED from presenting a Negative RT-PCR Test or Antigen Test Result prior to their entry into Mandaue City.
- Persons who are NOT FULLY VACCINATED, whether coming from high risk or low risk areas outside Cebu Island, shall be required to present proof of identity and any of the following before entering the City of Mandaue through any of its ports and other points of entry:
- Negative RT-PCR Test Result taken within the last 72 hours; or
- Negative Antigen Test Result taken within the last 48 hours

- For tourists, you must also submit the following:
- Government-issued ID/Proof of Identification
- Confirmed Hotel Booking/Accommodation
- Travel Itinerary
- Must pass symptom screening at ports of entry and exit
- Documentary requirements must be submitted prior to travel to the city of Mandaue thru the City Tourism Office: tourism@mandauecity.gov.ph and mandaue_tourism@yahoo.com.ph.
- A Certificate of Acceptance or Travel Authority shall not be necessary before a person may be allowed entry to Mandaue City. Instead, the City Tourism Office shall send an email reply to the person concerned confirming receipt of the submitted documents and validating that the documents are complete and in order.
- The City Tourism Office shall be authorized to issue such confirmation / certificate to the requesting party.
- For other types of travelers such as Returning Overseas Filipinos (RFO), Overseas Filipino Worker (OFW), Locally Stranded Individuals (LSI), Authorized Persons Outside of Residence (APOR), and others, please coordinate with the local government units for the latest and updated travel requirements.
